Important activities

The project "Enhancement of Nuclear Safety and Security in Romania – Improvement of Disaster Resilience and Preparedness for Radiological and Nuclear Events" financed through the Norwegian Financial Mechanism 2014-2021, within the program "Home Affairs, PA 23 - Disaster Prevention and Preparedness" is a continuation of the previous CNCAN project - "Regional Excellence Project on Regulatory Capacity Building in Nuclear and Radiological Safety, Emergency Preparedness and Response in Romania”, financed through the Norwegian Financial Mechanism 2009-2014, and has as general objectives the improvement of capabilities in Romania to prevent accidents or malicious acts in the nuclear and radiological field.

The main beneficiaries of the project are national authorities, licensees from the nuclear industry and the general public.

The project consists of three main components addressing:
1) Prevention and reduction of nuclear and radiological risks and vulnerabilities,
2) Nuclear security, non-proliferation, border control and prevention of illicit trafficking of nuclear and other radioactive materials,
3) Emergency preparedness and response.

In order to achieve the objectives of the project, a series of activities were foreseen to address the following aspects:

- Review and assessment of existing regulations and development of new regulatory guidelines and procedures (in addition to those already assessed or reviewed during the implementation of the previous project), in the areas of nuclear and radiation safety, nuclear security and emergency preparedness and response to ensure alignment with the latest international and European Union standards and requirements;

- Education and training of CNCAN, IGJR, IGPR, IGPF and IGAV staff with responsibilities related to nuclear safety, protection against ionizing radiation, nuclear safeguards, nuclear security and emergency preparedness and response;

- Improving the national infrastructure for nuclear and radiological safety and security and for emergency preparedness and response.
